The US General Accounting Office issued a study of Actions Needed to Evaluate the Impact of Efforts to Estimate Costs of Reports and Studies.

Calling for further study, they recommend the Secretary of Defense should take steps to evaluate the effort, including reaching out to internal and external decision makers to obtain their views on how it has affected their decisions to establish internal and external reporting requirements and whether they have a common understanding of what types of costs are being reported.
